Hannah Arkin serves as Vice President of Government Affairs, where she leads permitting strategy, regulatory compliance, and stakeholder coordination for complex infrastructure, renewable energy, and development projects. She works closely with clients, regulatory agencies, environmental consultants, and project stakeholders to navigate permitting pathways, manage post-Conditional Use Permit (CUP) requirements, and ensure successful project advancement from entitlement through preconstruction.
Hannah brings more than 26 years of experience in environmental science, regulatory compliance, government affairs, and environmental policy. Her expertise spans federal, state, and local environmental regulations, including CEQA and NEPA compliance, Environmental Impact Report preparation, agency coordination, and Community Benefits Agreement development for large-scale solar and energy storage projects.
She is a Qualified Environmental Impact Report preparer in San Diego County, a Qualified Environmental Consultant in Riverside County, and a recognized CEQA consultant for the City of Lake Elsinore. Her work focuses on advancing responsible development while maintaining environmental stewardship, regulatory alignment, and strong relationships with oversight agencies.
Since 2023, Hannah has supported California Energy Commission (CEC) dockets on behalf of ZGlobal clients, including the Soda Mountain Solar Project. She has played a key role in guiding projects through complex CEQA/NEPA processes, coordinating mitigation monitoring programs, preconstruction environmental surveys, and regulatory compliance requirements involving agencies such as the Bureau of Land Management (BLM), California Energy Commission (CEC), State Water Resources Control Board (SWRCB), Department of Fish and Wildlife (CDFW), and CAL FIRE.
Prior to joining ZGlobal, Hannah held several leadership roles in environmental policy and government affairs, including Vice President of Government Affairs for the Building Industry Association of San Diego County, Executive Director of the San Diego County Farm Bureau, and Administrator for the San Diego Region Irrigated Lands Group. She has also served on numerous advisory boards and commissions focused on environmental planning, agriculture, and public policy. In recognition of her leadership and impact, she was named the 2025 Businesswoman of the Year by the San Diego Business Journal.
Education
Hannah holds a Bachelor of Science in Environmental Science from the University of Michigan School of Natural Resources and Environment, with a minor in Global Climate Change and an academic focus on Environmental Justice.
