David is a Principal Grid and Market Analyst with more than 25 years of experience in power system planning, energy markets, project management, and power operations. He brings deep technical expertise and a strong track record of leadership through industry committees, regulatory compliance efforts, contract negotiations, and industry standards development. David joined ZGlobal after a 20-year career with the Salt River Project, where he held roles across Resource Planning, Power Marketing, and Power Operations.
Core responsibilities:
Compliance – Renewable Energy Generation
- Performs NERC generation compliance and serves as the primary compliance contact for submitting scheduled and ad hoc data requests
- Analyzes Notices of Proposed Rulemaking (NOPRs) and proposed regulatory standards
- Reviews engineering drawings and specifications for renewable generation facilities in support of federal power agency data requests
- Oversees internal engineering documentation to ensure compliance and technical accuracy
Project Management
- Manages interconnection request submittals for renewable and geothermal energy developers
- Assists clients with establishing compliant lithium extraction operations at geothermal facilities
- Performs transmission availability and pricing analysis for new generation development
- Manages approval of EHV transmission expansion projects and line rating increases
- Coordinates with host utilities, interconnecting generators, and external stakeholders to resolve technical and regulatory issues
Administrator – Southwest Reserve Sharing Group (SRSG)
- Administers a reserve sharing group representing 16 power companies and 263 generating facilities across the Southwestern United States
- Oversees a total generating capacity of 38,662 MW across Arizona, Colorado, New Mexico, Nevada, Southern California, and El Paso, Texas
- Plans and conducts member compliance audits, leads audit teams, and presents audit findings

- Expanded SRSG participation from 31,451 MW and 226 generating facilities in 2018 to 38,662 MW and 263 facilities in 2022
- Improved generation responsiveness following outage events from 80% to 91%
- Led development of compliance evidence for NERC and FERC audits

Education & Certifications
David holds an Accounting degree (Cum Laude) from Arizona State University and a Political Science degree from the University of Minnesota, and is NERC-certified as a dispatcher/system operator in both balancing authority and transmission operations.
