Director of Operations

Jamil Labban is Director of Operations at ZGlobal, bringing more than twenty-five years of experience in the energy industry. His background includes extensive tenure at the California Independent System Operator (CAISO), where he held roles across Client Services, Regulatory Contracts, Compliance, Market and Grid Operations, Power Supply, Settlements, and Billing. Jamil is deeply knowledgeable in CAISO settlements charge codes and their impacts across market participant classes, and he provides detailed analysis to clients on scheduling and bidding activities within the CAISO, Western Interconnection, and ERCOT markets. Throughout his career, he has built strong, sustainable relationships with market participants while engaging on complex energy transactions and operational challenges.

During his time at CAISO, Jamil served as a Senior Account Representative and was the primary point of contact between the ISO and its stakeholders. In this role, he researched, analyzed, and coordinated the resolution of customer market, business, and operational issues ranging from real-time operational matters to settlement and billing inquiries, with a focus on accurate and timely resolution of Bid-to-Bill activities. Jamil also served as an experienced Grid Operator, operating multiple market and resource desks. As a Senior Market and Grid Resource Operator, he ran the Day-Ahead, Hour-Ahead, and Real-Time markets, performing all functions related to accepting, validating, and clearing supply and demand. His responsibilities included running load forecasting models for the CAISO balancing area; procuring energy and ancillary services; managing real-time supplemental energy; calculating real-time energy clearing prices; monitoring generation output and transmission constraints; and mitigating reliability and market violations in real time.

At ZGlobal, Jamil’s responsibilities include:

  • Acting as Lead for Day-Ahead, Hour-Ahead, and Real-Time market activities
  • Providing client support for scheduling and bidding, trade resolution, and market results analysis
  • Coordinating with clients on Available Transmission Capacity and Existing Transmission Contracts in response to changes in transmission operating limits, tariffs, protocols, and contractual requirements
  • Anticipating, identifying, and resolving issues related to CAISO and ERCOT markets, transmission availability, and energy rerouting under Open Access Transmission Tariff point-to-point transmission service
  • Implementing all Day-Ahead, Hour-Ahead, and Real-Time scheduling and bidding activities, including e-tag submissions, outage notifications, monitoring transmission and resource derates, and making economic adjustments based on weather, congestion, load forecasts, and market conditions
  • Managing Day-Ahead and Real-Time schedulers, analysts, and the Real-Time Supervisor
  • Performing quality assurance and verification across all scheduling, bidding, tagging, and market operations activities
  • Ensuring consistency and alignment across Day-Ahead and Real-Time processes
  • Serving as a primary client liaison to ensure client needs and expectations are clearly understood and implemented in a timely manner

Education

Jamil earned a Master of Public Administration from Montana State University in Bozeman, Montana. He also holds a Bachelor of Science in Business Management with a minor in Marketing and a Bachelor of Science in Psychology with an emphasis in industrial and organizational psychology, both from Montana State University.
